Washington Licensing Cost and Timeline Planner

What a Washington resident actually pays, who the money goes to, and how long the path takes, step by step. Plain numbers, no surprises later.

There is no fee to join Oihana Consulting, and no money in this path goes to Oihana. Every dollar below goes to the State of Washington or to a testing or fingerprint vendor.

Which license, and which exam

Washington calls the health line “Disability.” Most people take the Life and Disability Producer Combo exam: one sitting, both lines on one license. The cost table below uses the combo path.

Required fees total, first try: about $159, state and vendors only.

Life-only path: $38 exam + $55 application + about $49 fingerprints = about $142. Retakes: you pay the full exam fee again each time. There is no limit on retakes.

The bigger planning number

The career fit assessment states a total licensing cost of about $400–$650 paid by the recruit. That is a national range, and it covers prep, retakes, and portal charges. Washington sits at the low end, at about $159 in required fees. Plan on holding the full $400–$650 budget. Do not plan on $159 alone if a retake would put you in a bind.

How long it takes (estimate)

  • Study and prep: at your own pace. Washington sets no course hours, effective July 23, 2023.
  • Exam day: the combo exam is 150 questions in 195 minutes, with a 70% pass mark, at a PSI center or by remote proctoring. Remote proctoring requires a smartphone as a second camera.
  • Apply right after passing, through NIPR or the OIC online. A 180-day clock starts on your exam date.
  • Fingerprints after applying, never before. Book IDEMIA IdentoGO and select Washington OIC as the receiving agency. Your license does not issue until the OIC has your background results.
  • License in hand estimate: 3–6 weeks from starting study, if you pass on the first try and have a clean background. OIC processing time is not published.

Order matters: pass first, apply second, fingerprint after you apply. Hard deadline: all requirements must be met within 180 days of passing, or you retake.

Veterans

Washington has no state fee waiver for new producer applicants. Federal help is available: Washington insurance exams are approved for VA GI Bill test fee reimbursement, up to $2,000 per test for eligible veterans. Check va.gov before testing, keep your receipts and score report, and file your claim after passing.

The background check

After you apply, IDEMIA IdentoGO takes your fingerprints electronically. The Washington State Patrol runs the check and forwards it to the OIC. You do not get a copy. A record does not automatically end an application; the OIC reviews each case on its own facts, and fraud, theft, and dishonesty offenses are the hardest. Disclose everything.

Before you pay

These state fees are the same numbers on our published Washington guide, last verified October 18, 2026. Confirm current amounts with the Washington OIC before you pay.
